It is with much pleasure that I welcome you to Unified Empowerment Incorporated (UEI).

UEI is the realized dream of the senior management at Unified Industries Inc. who felt that it was time to use the knowledge and experience our company had acquired for more than 43 years to help those who cannot help themselves. UEI was thus born with the primary objective of creating employment opportunities for disabled workers, whom we hire for their abilities and capabilities.

Working together, we can create an environment that is energized by the knowledge that our efforts are making a positive difference in the lives of the disabled workers that we train and hire. Our customers hire us for the high quality, cost-effective, timely work that we do. Our success is the result of the way we do business: with integrity, passion, innovation, continuous improvement and safety.

Our commitment to quality as well as employee and customer satisfaction is evident in the loyal, long-lasting relationships that we are forging with them. But we are not doing this alone. Deborah Williams-Hedges

Board Chair
Ms. Williams-Hedges is a Senior Media Relations representative for the California Institute of Technology. She has a Master’s Degree in Business Administration, specializing in marketing, from the University of Southern California (USC), and a BA in Political Science and Philosophy from the University of California, Irvine. Ms. Williams-Hedges is a marketing and media relations professional who has built an extensive career developing innovative marketing communications and media campaigns and strategies to help businesses grow.

Keith Foxx, P.E.

Board Secretary
Mr. Foxx is co-founder of CME, LLC, a construction management and engineering firm, and is currently working as a Consultant with Legion Design in Washington, D.C. He holds a Bachelor of Science degree from Howard University, Washington, D.C., and is a licensed Professional Engineer in the states of Virginia, Maryland, West Virginia and the District of Columbia. Mr. Foxx has been designing and managing road and highway projects for the last 15 years. He is former owner of The Beltface Company (an online automotive accessory company) and of Today’s Drum (an online news portal). He is member of the Board of a Fairfax County adoption agency.

Loretta E. Chi, JD

Ms. Chi is founder of ChromoTrax, a biotechnology company specializing in diverse applications ranging from cancer detection to biodefense. An experienced in-house corporate attorney and lobbyist, Ms. Chi is Adjunct Professor at Johns Hopkins, teaching courses in Food and Drug Law and Grants Funding for Biotechnology Enterprises. Ms. Chi is a member of the Maryland and District of Columbia bars, having received her law degree from George Washington University Law School in Washington, D.C. Ms. Chi developed and implemented a program to obtain funding for technology development from diverse sources, including federal and state grants and contracts, and private equity investment. She then parlayed this experience by founding LBR Partners, a business development company that assists biotechnology companies in developing creative approaches to access non-dilutive capital, and successfully preparing grant proposals. Prior to founding ChromoTrax, Ms. Chi was Assistant General Counsel at PhRMA.

Col (Ret.) Renard (Bernie) Marable

Board Member
Colonel Marable is President of Premier Consultants International, Inc., a service-disabled veteran-owned management consulting firm that specializes in providing business development and marketing services to small businesses, federal government agencies, and government contractors with a particular focus on firms participating in the Small Business Administration’s 8(a) program, disadvantaged, veteran- and women-owned firms. Colonel Marable has a Master’s of Science degree in National Resource Strategy from the Industrial College of the Armed Forces, Washington, D.C.; a Master’s Degree in Public Administration from the University of Missouri, Columbia, MO; and a Bachelor’s degree in Political Science from Fayetteville State University, Fayetteville, NC. He also attended the Darden Minority Business Executive Program at the University of Virginia. During his successful 30-year career as an army officer, Colonel Marable held a wide variety of command and staff positions, including Battalion Commander in the 82nd Airborne Division, Executive Assistant on the Army staff for the Assistant Chief of Staff for Installation Management, the Pentagon, and City Manager for Fort Lewis, WA. He began work in the private sector after he retired as a Colonel in 1998.

Ms. Castro is the President and owner of Manila Forwarders Corporation (MFC), Lorton, VA. MFC is a certified 8(a) Small Disadvantaged Business Unit (SDBU) and Small Woman and Minority (SWaM) business that offers freight forwarding, logistics and information technology consulting services. MFC’s current focus is to arrange shipment of household goods from the U.S. to anywhere in the world. Ms. Castro graduated with a Bachelor’s degree in Communication Arts from Philippine Women’s University. She is a Consultant to Bittner Shipping Inc. and is an active member of several non‐profit charitable organizations such as Feed the Hungry Inc. She was Vice‐President of Bicol Association of Metro Washington DC (BAMWDC).
